Предлагавшийся проект ВКС с ЯРД имел отношение взлетной массы к посадочной в пределах двух, то есть как у большинства тяжелых самолетов, а не 7 - 14, как у предлагавшихся в то время проектов ВКС с ЖРД с вертикальным стартом. Крыло и шасси ВКС, необходимые для горизонтальной посадки, одновременно обеспечивали и горизонтальный взлет. Из-за возможности заражения местности, старт и посадка ВКС с ЯРД должны были производиться с помощью ТРДФ, работающих на водороде. Суммарная взлетная тяга ТРДФ определялась в 240 тс. Большие размеры ВКС с ЯРД были вызваны необходимостью разместить большое количество жидкого водорода. Выполнение снижения с орбиты на больших углах атаки потребовали решения задачи обеспечения удовлетворительных запасов статической устойчивости на этих режимах полета за счет специальной выпуклой профилировки нижней поверхности ВКС. Для крыла ВКС была выбрана треугольная форма в плане с большой стреловидностью по передней кромке. На консолях крыла имелись кили площадью, составляющей 14 -25 % от площади крыла. Особенности центровки ВКС с ЯРД связаны с наличием в силовой установке ядерного реактора и необходимости обеспечения радиационной защиты экипажа и оборудования. Рациональным, сокращающим стартовую массу ВКС, решением был отказ от абсолютной защиты планера самолета от излучения и концентрация защиты лишь на далеко расположенной от реактора кабине экипажа. Ограничения по дросселированию двигателя потребовали разместить на борту ВКС кислородно- водородные ЖРД. Для торможения и схода с орбиты на ВКС предназначались специальные тормозные твердотопливные двигатели. При отработке системы радиационной защиты ВКС с ЯРД ОКБ использовало свой опыт работ по программе создания самолетов с ядерной силовой установкой, над которой ОКБ активно работало в 50-е годы (самолет-летающая лаборатория Ту- 95J1AJ1, проходивший летные испытания в начале 60-х годов с «холодным» и «горячим» реактором; проекты экспериментальных самолетов Ту- 119 и Ту-120, проект самолета ПЛО с ЯСУ).
