Редкий случай! Отчет отправлен на экспертизу физикам! В последние годы практика экспертизы подобных работ практически полностью ликвидирована. Но вернемся к отчету. Один из крупнейших физиков нашего времени, академик РАН А.Н. Скринский в своем отзыве отмечает, что попытка ввести “гравитационное отталкивание используется для того, чтобы придать антигравитации статус обнаруженного явления, что совершенно не соответствует реальной ситуации в современной науке”. По мнению А.Н. Скринского, следует “предпринять активные шаги к тому, чтобы подобные работы не финансировались без самой серьезной и максимально широкой экспертизы, а виновные в пустом расходовании выделяемых на научно-исследовательские работы средств, по крайней мере, назывались на правительственном уровне”. Не могу согласиться с последним утверждением. Уж если такой факт установлен, следует рассматривать вопрос об уголовной ответственности. Иначе подобная кормушка никогда не закроется.
Добавлю несколько комментариев по поводу отчета. Судя по всему, мы имеем дело с очередной крупномасштабной аферой, под которую средства, и притом немалые, уже выделялись. Текст писали прожженные циники, знающие, что творят, и уверенные в своей полной безнаказанности. Эффекты (а лучше сказать фокусы), которыми оперируют авторы отчета, фундаментальной науке неизвестны и ею не изучаются. Государственным мужам, выделяющим средства на подобные аферы, следует понять, что наука имеет дело лишь с такими экспериментами, которые могут воспроизвести независимые группы исследователей. Для этого, как минимум, результаты исследований должны публиковаться в научных журналах. В этом случае возможна проверка результатов, их признание или опровержение. Думать, что крупные “прорывные” открытия фундаментальной науки могут совершаться через секретные отделы, значит глубоко заблуждаться.
