В Израиле всегда отдавали себе отчет в том, что вести переговоры в обстановке шантажа и насилия аморально и тактически невыгодно. Некоторые правительства Западных стран занимали в этом смысле совсем иную позицию.

После того как в 1968 г. началась кампания международного террора, и в особенности после убийства в 1972 г. одиннадцати израильских спортсменов на Олимпийских играх в Мюнхене, израильское правительство объявило терроризму решительную войну.
